Tanzania Parliament Ready for Global Collaboration, Says Clerk Baraka Leonard

The Clerk of the National Assembly of Tanzania, Mr. Baraka Leonard, has reaffirmed the parliament's commitment to continuous learning and experience-sharing with legislative bodies worldwide.
Mr. Leonard made the remarks on October 7, 2026, while addressing the Association of Secretaries General of Parliaments (ASGP) during the ongoing 153rd Inter-Parliamentary Union (IPU) Assembly at the Arusha International Conference Centre (AICC).
"We recognize that no single parliament knows everything; our strategy is to learn from others and share experiences," Mr. Leonard stated.
Addressing diverse legislative frameworks globally, he emphasized that no single system is inherently superior, noting that structural differences—such as bicameral systems versus Tanzania's unicameral model—highlight the true value of global parliamentary unity. He noted that the association serves as a vital platform to understand effective practices and adapt practical lessons.
Highlighting ongoing digital transformations and institutional reforms, the Clerk detailed how the Parliament of Tanzania is adapting to rapid technological advancements, evolving public expectations, and demands for greater transparency by adopting the e-Parliament system, which allows lawmakers to access documents digitally and operate paperlessly.
Additionally, he noted that parliamentary proceedings are broadcast live via the dedicated parliamentary television station and digital media platforms, keeping the institution open to citizens, particularly students.
Welcoming international delegates to Arusha, Mr. Leonard assured participants that adequate preparations have been finalized to guarantee a conducive environment for professional collaboration and knowledge exchange.
"Arusha has long been associated with diplomacy, dialogue, regional cooperation, and international participation. This meeting comes at a very crucial time in the history of parliamentary institutions in Tanzania," he concluded.
