 On receiving the award, Rodriguez said: "I'd like to thank everybody who has voted for me.
"This was a very special moment for me and everyone in Colombia. I feel incredibly happy."
Germany coach Joachim Low was earlier named FIFA Coach of the Year.
Meanwhile, Wolfsburg Women's coach Ralf Kellermann was named the FIFA female Coach of the Year, before honouring the late Junior Malanda.

The FIFPro World XI was the first award revealed at tonight's ceremony in Zurich.
